Time Period for Telephone Calls—General Rule. Telephone calls to an individual (or his or her relatives or legal guardians) may not be made before July 1 following the completion of his or her junior year in high school (subject to the exceptions below); thereafter, staff members shall not make such telephone calls more
than once per week.
Surprise. Seems NCAA interprets this literally and not in the context of contacts with "prospective student athletes" (a term to which the section reverts when stating exceptions).
I think they just outlawed birthday calls to the 10 year old daughter of an assistant coach. Or to any other young (pre-high school) person.
Chances of an explanation seem slim, and UConn, while disagreeing, chooses to put the matter to rest.
Some clarification would be nice. And we'll all remain curious until we find out who made a "recruiting" issue of this.
