I honestly think the school is throwing money at the AD, spending like a P5 despite the annual deficit because they believe they can get a P5 bid and close the funding gap (somewhat). If it becomes clear that isn't the case, if it's staying in the Big East for good and bigger money is out of reach forever, then they'd shut a ton of stuff down. Maybe FBS football, maybe other sports get the axe.
In short, the school isn't going to run this kind of deficit indefinitely. It is doing it to get to that next step.

It's badly phrased. Big XII will be 3 religious private schools and 9 public schools. Big East is one public school and 10 religious private schools. So there is some greater commonality in that respect, but geography mostly works the other way.I'm not talking about you. One of my favorite arguments from the other day was someone posting that UConn needed to be in the Big 12 because the Big 12 is a bunch of like-minded state flagship Universities. This got a bunch of likes and is complete nonsense.

TCU was considered a lucky Cinderella in the CFP this year and they finished 28th in the recruiting rankings despite it. It’s going to be a no name football conference.
The Big 12 is competitive in football but they don't have any true powers. It's a bunch of solid/good teams who don't really move the needle much. Back in the day UConn had wins over Baylor and Iowa State and that was Edsall. Mora is better than Edsall at everything and actually has a personality and vision kids will want to play for. I don't think it would take much time at all for Mora to make them competitive in the Big 12 if that's where they end up. I think Mora was a great hire and will elevate football. I’m just not sure what the ceiling of the program is and if he does well will he move on immediately?
