It's a reliable source for acknowledging where people think he will go, not for predicting where someone will actually go.

It's the digital embodiment of "where the winds are blowing" expression. Recruits don't always just rely on sails, though, and can turn their engines on unpredictably at times.

I wouldn't assume this. It'll just be handled differently. And teams/companies might dial down a bit until the FBI finishes up...then get right back into it.
