This is an indication that big news is about to break.
 
Deep down inside, I think the dude fears Texas leaving the big 12, and taking three friends to the PAC 12. If what has been reported that four 40%, of big 12, schools leaving dissolves the GOR is correct, then it makes sense that Texas would be anti expansion if they are having thoughts of bolting themselves.

I agree, the threat of the GOR is real in the sense that no one knows if it is actually valid. At this point, it is valid simply because it has not been challenged in court yet. I found this article a while back after seeing a thread discussing the vitality of the Big 12's GOR: http://sports.omaha.com/2013/04/22/realignment-expansion-not-out-of-the-question/#.UnqaKHCsiSp.

The best line in the article of course speaks to the attitude of Texas when looking to its peers:
