Knowing how conference deals are structured, I think that basically means someone needs to commit to the PAC-12 in the next 3 weeks before July 1 of this year (unless it was a school not currently in a conference for said sport)
I'm guessing other alternative is an FCS moving up, which probably has much less punitive costs for leaving but an FCS would require a ton more admin to get up to speed with FBS admin and ops so you probably wouldn't want to give yourself less than a year to sort that out.
