Yes. If they go, SEC doesn't potentially take any of the ACC schools. Additionally, BE is further raided by B12 to replenish their ranks.

we want them to stay right?

Twitter rumor of the day is that if the SEC goes to 14 they will go to 16 with WVU and FSU. That sounds ridiculous even by twitter standards.

The answer to your question is "yes" unless Missouri goes non-linear and jumps to the Big 10 or something like that, because that would start an expansion stampede and I am confident UConn gets scooped up in that situation. Otherwise, Missouri staying in the Big 12 is probably best for UConn.

If the SEC takes Florida State, the ACC probably takes UConn. Rainbows for everyone.

Missouri used to be be one of the top journalism schools. You would think that they could start a press conference on time.

Is this good or bad for UConn?
Yes it is.

Unfortunately, like most things, it will be the subsequent events that determine how it helps us. If Mizzou's decision in one way or another kicks off a set of events that lands us (and hopefully other current BE football members) in legitimate, major all sports conferences, it will be a good thing. If not, it will be a bad thing, especially if it strips the BE of a few more football members without us being one of the schools moving on.
