Maybe. But they are more straightforward and don't beat around the bush over there like we tend to do here in the States. I found people in Estonia/Latvia to be a little cold at first, but appreciated how candid they were in the long run. Estonian or English, I don't think the message would change much IMO.To be fair though, English is not his first language. He might have said those things in his native Estonian language and it might not have perfectly translated to English. If he responded in English he might have meant to say it another way rather than the way it sounded, but his limitations in speaking English might have prevented that. To be clear, I am not knocking his English speaking, he is very fluent and conducts the press conference more than adequately.
(Tallinn is gorgeous btw, super underrated city).
