This plan is know as the “Lower Bowl Plan” as it focuses on the lower bowl and infrastructure. It’s essentially enabling the XL to modernize and draw new acts while becoming profitable.So for the average fan, no upgrade whatsoever to the game day experience, unless I missed something. HARTFORD, CT (WFSB) - A meeting over the future of the XL Center in Hartford wrapped up early Tuesday afternoon.
Members of the Capitol Region Developing Authority voted to approve an agreement with OVG.
Channel 3 was told that it was a 20-year agreement.
The state in exchange would spend about $145 million in renovations. OVG would kick in about $20 million.
The plan would be to have OVG take over and run the XL Center.
Officials have been discussing for years about how repairs to the venue were badly needed.
The plan would include new luxury seating and upgraded locker rooms for the University of Connecticut.
UConn’s back-to-back men’s NCAA Tournament basketball championships had a lot to do with the decision, officials said.
The state Bonding Commission still needs to approve some of the money.
A new name for the venue is also on the table. OVG would have the right.
The renovations would start in July 2026.

Nobody wants to spend the money to build a new one. The economics of building a new arena in a city like Hartford, without a major professional team as the anchor tenant, just doesn't work. Unless a government entity wants to subsidize the construction of a new arena. And we all know that's not happening in Connecticut.It really needs to be leveled and started from scratch. It is ugly and outdated, just an abomination on the outside. Some architecture is worth saving but this building is not one of them.
That said, look what they did with the Perelli Building in New Haven. It's a much more unique building despite the brutalist design.
