Not sure I understand this. Is it a transition thing to avoid roster limit problems or is it permanent for some reason? Grandfathering suggests just for a transition year of two.

Yes it is one-time portal window for players that are getting cut. They'll be given the DSA tag and will hold that for the rest of their careers. With the DSA tag they won't count towards their new team(s)' roster limit. So this portal window is just for this year, for the athletes that didn't get screwed over until after the Spring window. They'll hold the DSA tag the rest of their careers. Schools will choose who to assign as DSAs and have agreed to 'act in good faith'.
