Northwestern not a state flagship .The Big10 absolutely does. All but MSU (which would be a flagship if UofM wasn’t already), Purdue, Northwestern and soon to be USC. If those flagships are even decent, people in the state will watch, at least in the Midwest they will.

According to CBS Sports, Big 12 looking to add as many as 6 Pac-12 teams in realignment
The Big 12 is not sitting back on this one. According to a report from Dennis Dodd of CBS Sports, the Big 12 is in "deep discussions" to add anywhere from four to six Pac-12 teams.sports.yahoo.com

Yeah, in and of itself I don't think the Cole Welliver recruitment can give us such confidence a Big 12 invite is coming. In fact, if I had to lean one way or the other, I would lean to a Big 12 invite not coming.
