Howard is a Federally Chartered University, much of their endowment is from the US Government funding them. They wouldn't exist without the Federal gov't paying them.

ESPN’s ability to carry those games and matchups in those late windows is part of what may set up the rump-Pac-12 to be the raiding conference a year later when the Big XII GOR is up. Keep in mind they can use that time window during basketball season as well as an ancillary benefit to the network

The theory being Big12 games, no matter how good or compelling will be competing against B1G and SEC games and will have smaller viewership.
Pac12 has no P5 competition for the night time games. Still TBD is how many people in eastern and central time zones want to watch the late night games from the West coast.
