IOWA was tied with UCLA in the final seconds of the game. UCLA had the ball & they set a pick play. Lucy Olsen tripped over the picker's extended leg into the ball handler. A foul was called on Lucy & UCLA sunk the free throws to win the game.
Many pundits on social media insisted that the pick was illegal because a leg was extended leading to the trip. Of course, they compared it to the controversial foul call on Alliyah Edwards at the end of last season's Final Four game, claiming that UCLA's pick was more blatant than UCONN's pick.
The conclusion was that these calls are arbitrary & inconsistent, depending on the referee.

If the leg moved it's a foul on the picker.

It’s also an illegal screen if the feet are wider than shoulder width

Yeah, that looked like a mistaken call. I’m not sure I’d compare it to the call against Aaliyah last year. The initial replays from last season’s game made it look like a ticky-tack foul. But later replays from other angles showed it to be a moving screen and not a mistaken call.

Once they missed the obsevation / call on an illegal UCLA screen (which they did, how ironic} then they pretty much had to make the more obvious call on Olson’s non defensive position causing the second trip- up. Bottom line? Agree, Refs blew it.
