no, we don't have anywhere near the history but we've been to 5 bowl games in like 10 years (including a BCS bowl), so we're actually shooting a better percentage

You guys are missing the point. I'm not saying there's not UK fans in Louisville. But a decent portion of the WVU fanbase is in the Pittsburgh metro which is ALREADY IN the ACC. That's what matters for conference TV networks, not duplicating networks. It's the same reason Cincinnati will never be in the B1G, because it duplicates part of the B1G Network.
