Wow, this sounds much more like something from Jeff Lynne's cohort Roy Wood from The Move and then the first Electric Light Orchestra album.

Very Dave Edmunds/Rockpile. But since you're like the only other person here who's ever mentioned Roy Wood or The Move, here's a rarity of them goofing off while recording "Looking On":
