Having lived in Michigan and now in WNY, I can say the 2 are not remotely alike culturally. I dont know why people put them together, but WNYers are direct like New Englanders. They are up front. It was totally different in Michigan. I suspect that's because most people up here have New York City and Boston connections.Let me clarify:
No. PA as a whole is counted as a Northeastern state... essentially by everyone and all government institutions. No doubt there
But for some people (individuals that is) they may feel western PA is culturally part of the Great Lakes region more than it is of the Northeast. You can say that about western NY also.
But at the end of the day its all included in the Northeastern United States
