The hell it isn't. They paid Shapiro's attorney, put money in his prison commisary, and had an investigator using a disposable cell phone to communicate with him. This same investigator is named in the suit brought on by the guy named in the USC case. It's like something the mafia would do, or the federal government, both notoriously crooked organizations if you ask me.
