At this point, on weekends it'll mostly resemble what you know of Las Vegas minus packed nightclubs and most shows and face covers required everywhere. Both of the shows and clubs though look to be open by July 4. Weekdays there remain very slow due to no conventions.
Restaurants and bars are open with slightly reduced capacity, still some plexiglass on table games with a few less people than normal.
The only thing that might get annoying is they've yet to drop the mask requirement outside at pools unless you're in the water. So even if you're sitting in your own chair not moving the state makes them tell you to keep your mask on...it's a tad excessive and in the desert heat it can get uncomfortable quick. It wouldn't shock me if they drop the outdoor mask requirement before the summer heat hits. I was there last year during the summer and wearing one outside when it's 105 is not easy for extended periods of time.
Re: the Uber/Lyft situation, my understanding is the lack of availability is due to the state not allowing them to charge any surge pricing due to the state of emergency. Thus many drivers find it not profitable to go out and drive.
