Years ago, I saw this sign when driving into Kentucky. What does it mean?

Paul Patton introduced this week. Despite the needed improvements made to Kentucky's education system this decade, there still are far too many citizens in the commonwealth who don't understand the necessity of a good education.
When introducing the state's new slogan, which Patton promised will be "plastered" all over Kentucky, the governor rightly noted that education offers a ticket out of poverty.
"A lack of appreciation of an adequate education is deeply ingrained in many of our people," Patton said. ". . . We must consistently educate our people that they must take advantage of our opportunities."
