No foul. I think refs most likely will not call a foul in a jump ball situation even though the majority of the time one player is fouling the other player in order to create the jump ball situation. Especially when one player jumps on the other player to try to get their hands on the ball, like what appears to be happening in the OP.

While it seems on the surface that she's trying to do a Draymond Green/Rudy Gobert choke hold on her, a closer look reveals she's just trying to grab the ball and force a jump ball and the whole tussling for control of the ball makes it look more malicious than it probably was.

After a 5-minute review by 4 refs it is determined that there is one index finger on the ball so of course it a jump ball!
