There's no answering your question, it's a silly hypothetical where no conclusion could be gained because there isn't nearly enough information. And there's been no indication that there is, or will be, a bidding year other than your posts.
It appears that Hurley has already gotten several extensions and compensation increases in his tenure at URI. One would therefore think he would be line for another which would mean he will be making quite a bit more than 1.1M were he to stay. Any contract to lure him away will have to compete with not what he presently makes at URI but rather what he would be in line to make.
Other interesting bit about his contract at URI is the 1.5M buyout were he to leave RI this or next year. He will have to be compensated at a new job such that that buyout is worked in to the numbers.
