Unless the rules have changed unaffiliated bowl bids are filled by number of wins (7 before 6) with APR as the tiebreaker. Based on past years 7 all but guarantees a spot with less than a handful of 6 win teams left out.

Usually, a few 5-7 teams make bowls after all the 6 win teams fill theirs out.
