Probably for a couple of reasons. He is coming off injury, he should get his UConn degree in one more year, he gets to compete for QB1 and with an injury, he could be QB1, getting money, close to family.

I'm surprised you haven't heard of him. He played in all 13 games and 235 special teams snaps so he was a solid contributor at UConn. Duke probably sees him as a special teams/depth player who will not get a large check and you need guys like that on a 105 player roster.
