Welp, ACC stays together with a new agreement (LINK)

Whatever we think of ND, they can join Big or SEC anytime they want.
It’s not purely money for them.

They don’t want to take a hit financially, but they want the prestige of being Indy as the main priority. They will hold that and fight for that as long as they can.
And anytime they feel people are forgetting who they are, they pull out the ‘we are ND’ card.

But when the Indy path runs its course, ND will have a seat at the big boy table in any conference they choose.
They're too selfish to ever do it. The way they are now, they know that have a better than likely path to the CFP every year. If they join the B1G or SEC, they're looking at being 3rd or 4th best in their conference every year, so they'll be hoping for an at large bid. Having 9 conference games against the B1G and SEC is much different than they're current ACC scheduling agreement.
