Yes, it is new this year, don't know about plans for the men. The women's game is pretty innovative, actually, I think the 30 second shot clock began with the women too.

The women's game also has the 10 second backcourt violation now, something Geno's been pushing for for years. He has good defensive teams that he feels weren't getting their due by forcing more turnovers.
