1) While the facilities were an issue, the biggest issue was that FSU, Miami and Clemson didn't want UConn in as that would have solidified the basketball(see Tobacco Road) dominance in the conference. Louisville had a better football culture(not team).
(2) That was years ago and since then, there hasn't been an addition to the P5.
(3) The dynamics and criteria have totally changed since then. If UConn thought they was the possibility of a P5 invite, they would not have moved to the Big East or agreed to such rough exit stipulations.
Approaches to ACC membership for UConn: The ACC TV channel is struggling, they may need another metro market added to make it work (such as Hartford-New Haven and Fairfield County-NYC). Also, if Notre Dame joins as full regular member, another member is possible. UConn does have a chance at ACC membership and is less likely for B10 or B12. It would certainly help if UConn football gets ranked in top 25, which is possible if a new coach with a commitment to excellence takes over the team. Men's BB is much better now, too. Our new president was a dean at Duke and provost at UVA, so he has ties to the ACC members.

Susan Herbst had ACC ties and look where that got us. Notre Dame doesn't want full membership because their alumni would go ballistic. Also, we would have to show on paper we could bring in more revenue than their current payout and thus far, have been unable to show that. Even if UConn football was Top 25 - it won't move the needle enough. No AAU, no Big Ten and forget the distance to the Big 12.

TCU made it into B12, Rutgers into B10, and Va. Tech into ACC. It will not be easy for UConn to get into ACC or other P5. But other long-shots have done it. We can do.
