I guess it depends on who says what. Maybe it's a little bit of both. You take the build up off of your shoes and at the same time it tends to dry your hands. I know when I played I sweated too much to dry my hands on my uniform because it was soaked with sweat so every chance that I had during play stoppage I would get a towel to dry my hands and arms. I never used the bottom of my shoes.The internet - never wrong right!? ... says it is to try to improve grip of the shoe.
