Exactly. A layup is just a special case of any other shot -- it happens to occur really close to the hoop. You're always allowed two steps in the manner that the Colorado shooter took them. He just took them 35 feet away before letting it fly.
The rule is you can lift your pivot foot. It isn't a travel until the pivot foot comes back down with the ball still in possession. Hence the "up and down" rule.
