My take in this is that if SM was enrolled here, he would be under investigation for another two weeks, allowed to play, investigated again for a few weeks, allowed to play again, declared ineligible and we would get the death penalty. If he enrolled at Kentucky however he would have been cleared to play in early October. Going to UCLA cost him a few games.
