Semi-OT: California's Travel Ban and the NCAA Tournament

What, if any, effect will California's travel bans have on their teams' abilities to participate in the tournament this coming season? I've heard everything from nothing to extreme, based on the bias of the sources.

I believe the tournament would be seen as revenue generating so travel would be exempted. Should have no effect.
