thats sounds pretty good actually - but if tourney results are factored heavily would move Pitt down under PC.

It's a tough call. I'm tempted to put Georgetown 2, Nova 3, Syracuse 4. But you can make a case for any of the three in any of those spots.

I think UConn Nova Cuse clearly in top tier.

Georgetown in the middle.

Pitt hasn't really won anything in the big dance but they've been pretty good for a pretty decent amount of time, i know they don't have a final 4 but St John's, PC and the hall weren't even a factor most years in the Big East.

I'll then go St John's, the hall and then PC.

Do you realize PC has 1 tournament game in the last 20 years?
From '79 to today:

Tournament Appearances: Pitt- 21, PC - 10
S16s: Pitt - 5, PC - 2
E8s: PC - 2, Pitt - 1
FF: PC - 1, Pitt - 0

Both teams have had mediocre post-season success. What do you value more, Regional Finals and Final Fours, or seasons of consistency. If there were titles involved, it would be easier; but neither has won a title, so I'd probably take Pitt...

The Syracuse-Georgetown-Villanova trio is interesting. Syracuse has more title appearances and Final Fours than the others, Georgetown had the most dominating teams, and Villanova has the most titles. I go 1) Nova, 2) Cuse, 3) GTown.

While I come to the same conclusion as you, the post isn't 1997-2016, it's 1979-2016, so my presumption of that is we have to ignore the recency bias.

Pitt won 4 NCAA games from 1979-2001, despite having a 2 and a 3 seed among their appearances, and never got farther than the second round.
In that same period, Providence had 7 wins, all in two runs: one to the FF and one to the E8.

All this is to say: Pitt has always Pitt'ed in the NCAAs, and from about 1979-2008 or so I'd consider putting PC above Pitt, although Pitt probably passed them around 2004 or so.
