If I recall correctly, under British rule, it was part New Hampshire (New Hampshire Grants, maybe?), and part NY, with the dividing line being the crestline of the Green Mountains. This is part of the basis for Ethan Allen's quote "The Gods of the hills are not the Gods of the valley" (one of my faves, by the way). Just to muddy the primordial waters of Vermont further, many of the settlers came from Connecticut, including the Allens.

New Connecticut? The forefathers of New England lacked creativity and stuck "New" in front of everything. Such a homesick bunch.
