It could have been done privately, but I can see Phil's point. It has to be sickening to be on the losing side for the last dozen years or so with that only exception of 2008 that he talked about. Every new captain thinks he is smarter than the last one and they all lost. Always picked the wrong combinations, the wrong everything, even the ridiculous outfit that make them look like overgrown clowns...
If he did not voice his opinion publicly, the PGA will pick the same clone for the next one and so on..now, the focus is more on a captain who is truly qualified, not one who had won the most majors. None of the last few Euro captains had won a major and the one who did, Sir Nick Faldo, lost.
