The NCAA and the federal government are the two entities I could see challenging this at some point.Not that the NCAA is opening any NIL investigations any time soon, but all this does is force them to go straight to a ban on participation. NYS has no leverage here u less they want all NY programs kicked out of the NCAA.
That is of course the NCAA still cared about payments, which they don't.

The NCAA isn't going to throw out every school from certain states, especially if a number of states pass similar laws. It would lead to the NCAA no longer enforcing the rule.The most remarkable thing is that people think that this would actually work on the NCAA.
You can either follow the NCAA’s rules or you can leave the NCAA.
Unless one of them knows an investigation is coming, NY schools do not want this law.
