I think this is probably the best guess. That would make it a 5:30 PM start at Ramstein on Tuesday, Nov. 4. I can't see a weird midnight start in Germany. Why would they want a start time that would guarantee a low gate turnout? The main reason for having the game there in the first place is to showcase WCBB in Europe, not a TV opp for American viewers back home.

The game is at a military base. It is almost entirely a PR event related to supporting the troops, Veterans Day, etc.

And I have little doubt the military will make it a full crowd if it doesn’t happen organically.

Believe the games in Paris are more for the international exposure.

To @Vowelguy 's point, this is more for the military than WBB fans. Think this is the first women's game to get this privilege however.
 
I would be very surprised if this game didn't start, locally in Germany, at around noonish. They Are like 5 hours or so ahead od US Eastern time. Pretty early for us, but makes perfect sense for the local market. It could also play in the evening in Germany, allowing us to see it around noon-1PM Eastern. Even better.

Champions League soccer is a 2:30 ET kickoff (except for the week the US delays the clock change for Halloween). If they want to concern themselves with local time it will be 3pm or so.

IIRC, the men's games were around 6pm when they played on bases/carriers (but my memory is not all that trustworthy).

5:30pm is a very convenient time for me to watch the game. But dammit, this game is not supposed to be for my convenience or enjoyment. It's supposed to be for the enjoyment by the troops. You know, those folks who are serving far from home so that the rest of us don't have to.
I would happily get up at 5:30 in the morning to watch the game if it meant it could be scheduled more for the convenience of the troops.

Grrr.

FYI - you wouldn't be a fan of the province of Saskatchewan. They do not follow Daylight Savings Time, which is interesting because they're in the middle of the country and primarily known for agriculture.

Hmmmm.....the US Naval Base in Washington, DC?? I wonder what that refers to?

The Washington Navy Yard does not have a basketball court, so it can't be there. Naval Support Activity Bethesda has an indoor court in their MWR Fitness Center with very limited sideline space. Joint Base Anacostia-Boling across the river has an indoor basketball court in their MWR Fitness Center, as does Joint Base Andrews on the outskirts of DC, but both are tiny - think YMCA gym courts with no seating. Joint Base Ft. Myers - Henderson Hall supporting Arlington Cemetery has a new renovated basketball court in their Fitness Center that just opened two months ago - no idea about that.

Marine Corps Base Quantico - 25 miles to the south has a basketball court in their Fitness Center with pullout bleachers - think small HS gym seating.

They should move the game to Naples, Italy and hold it at the DoDEA high school on the Naval Support Site. The entire Support Site (except the hospital) is owned and maintained by the Italians through a Status of Forces Agreement, so lease costs accrue and life goes on regardless of any government shutdown. I believe the same is true at Aviano Air Force Base and Vicenza Army Base, both in northern Italy.

No insight to the arrangements with the Germans for Ramstein. 😕

The CareFirst arena, where the Washington Mystics play, is about 1 mile from Joint Base Anacostia-Bolling, wonder if that's an option to allow for more military personnel to watch in person if it is moved to DC, rather than have the game in a very small gym/fitness center. I know that arena is not on a base specifically, but it might be a good back up option if its available.

I hope it is played in DC. I don't like those long overseas trips. Especially the way things have been going this past year. But I am one of those people who are afraid to fly anywhere.
 
While not in D.C. how about Alumni Hall or the Halsey Field House at the United States Naval Academy? Halsey Field House is now a multi-purpose arena but used to serve as the home of the basketball team. Both Alumni Hall and the Halsey Field House have a capacity of 5000 or over and can certainly accommodate this game.

Naval Academy. Beautiful Arena. Everything there is perfect. $20 for a good seat.

I would be very curious to understand what aspects of the government shutdown would be impacting putting on such a game overseas. Exactly what costs would rely on appropriated funds in order to pull this off: perhaps additional costs for extra security and for processing base access to an influx of civilians?

Morale, Welfare and Recreation (MWR) activities (gyms, fitness centers, ball fields, swimming pools, golf courses, base theaters, etc.) are funded through Non-Appropriated Fund instrumentalities, that operate outside of annual appropriations passed by Congress. Other military base activities and support services, such as commissaries (food) and exchanges (department stores) as well as some on-base lodging accommodations, also operate on NAFs.

Unlike appropriated fund activities, MWR NAFs can be augmented by additional funding avenues, such as proceeds from air shows (Ramstein holds a large air show every year) and certain fund raisers (casino nights, antique auctions, etc.). Truth be told, when I first heard about this game, I figured ESPN was probably paying something for the broadcast rights and thereby help contribute to MWR revenue.

Hopefully the base commander and comptroller folks at Ramstein can sort out the details quickly.

As I mentioned in post #3 above, there would be no influx of civilians since there are no tickets being sold to the public.

BobbyJ, I am not referring to spectators/fans. The civilians I am referring to include both teams and their support staffs, NCAA referees and game officials, the ESPN production crew, and any credentialed media folks.

That said, although no tickets will be sold to the public, I imagine tickets will be released in some manner to servicemen and their families, as well as civilians who work on-base and are able to take advantage of MWR events. Although these folks would already have base access and therefore not incur any additional processing costs, they will drive increased security at the event on-base.

Basketball courts can be transported and set up in a variety of places regardless of whether the venue already has one.

I'd bet @Bone Dog is talking about the Georgetown game in January because he has a relative there.

In this case, no. But that’s not a bad guess. We’re always looking for an excuse to visit our daughter and a second game in the DC area would definitely count.
 
Honestly, I am still a bit confused as to why the game at Ramstein Air Base might need to be cancelled due to the government shutdown. The base is still operating and military personnel are still getting paid. Much of the setup costs will be handled by ESPN.

You would assume that whatever operational issues the shutdown poses at Ramstein would also apply to the DC Naval base. While I understand that some civilian personnel are being furloughed due to the shutdown, wouldn’t that apply to both Ramstein & DC?

Am I missing something?

I saw a report (somewhere) that ESPN could not get information/proper
communication with the military about
setting up ESPN's equipment etc., with enough lead time to "make it work"
for them. The report said that the last date to get this done would be
sometime around October 20th?? So, as I read it, the shutdown impaired the
preliminaries for ESPN, ... then the logistics of all this forced the setting up of
alternate planning. Stay tuned!!
