Yeah, this picture is weird. You can see the skin wrinkles differently in a near-perfect rectangle, which seems to indicate decal, but you can also see redness around the ink, like a real tattoo. Maybe the artist made a stencil which is applied like a temporary tattoo and traced over it?Looks like a decal but no excuse

I'd venture to guess that approximately 0% of tattoo artists would pick up on that mistake if a client came to them with that request.It has to be sticker. Imagine if he went in to get a tattoo and the tattoo artist was like "dude, wtf" and did it anyway.
