O.T. Gunman On UConn-Avery Point Campus

Question on the Colorado killer: I heard several legal types say that the first issue with him would be 'competency'...that before the trial and
before any possible plea of 'not guilty by reason of insanity'. They talked about how being 'competent' would mean he must be able to help in his own defense and understand what is going on.

What happens if he is declared 'incompetent'? Does that mean there is no trial? What happens to him if he then is not convicted of anything due to there being no trial?

They talked about the possibility of medicating him so he would become competent.....but seemed to be unsure as to whether they could force him to take those medications. If he says 'no', can he be forced? If not and he refuses, where do they put him forevermore...surely not anywhere outside an institution?
 
It's hard to believe he was in a dazed state as he was yesterday when he went and bought everything, planned everything and set up his apartment as a big booby trap. I think he is very smart, and stayed awake for a few days...maybe another part of his plans?
 
People were loading up on ammunition in Colorado the last few days. I'll take my chances with the terrorists and axe murderers in London.
