It’s not up to either the BE or UConn. As a private business the Mohegan Sun sets their own guidelines, subject to state regulations. The state of CT recently relaxed the state’s mask mandate effective Feb 28 in schools across the state, including UConn, from “required” to “recommended.” I suspect the Mohegan Sun is simply following suit.Why wouldn't it be a BE decision or is UConn considered the host school? Excellent question. The Mohegan are a federally recognized tribe and the area around Uncasville, including the Mohegan Sun, is their sovereign nation. The casinos pay the state a percentage of slots revenue for the infrastructure, hundreds of millions of dollars. No roads, no revenue. And that is true, but I don't think all those with economic lifelines to that casino would be very forgiving with roads being held hostage. I would be very surprised if they haven't written a check in advance to the state for use of those roads. It was the reasoning used when trying to get them on board for the Covid shutdowns in March 2020 which they initially resisted.
