Schools are on the hook to "pay for tuition, fees and books for ... players who left school and returned later to the same school to earn their degree."

Any time frame here? Are schools required to accept them?
I think most schools were doing this already. 5 years to play 4. A million years to graduate for free

Looks like the answer is in here:

Division I schools will be required to pay for tuition, fees and books for men’s and women’s basketball players who leave school after two or more years to turn pro but later return to that same school to work toward completing their degree. Basketball players will be eligible for financial assistance to complete their degree if fewer than 10 years have passed since they left school.

Bilas said that only combine invites that don’t get drafted can return to school. If true this rule is stupid

Not really though. The alternative to that is every single kid in the NCAA declares because they can all come back. That's too many people to monitor. Probably wouldn't fly with the League either. Too many people to keep tabs on.

It was hilarious watching some of the faint praise from the national media calling yesterday progress. As Woj alluded to, all the NCAA is doing is deflecting and passing the buck to the NBA and USA basketball.

These “changes” are nothing more than a PR stunt and a way to blame future issues on other organizations.

McCann@SI: Did the NCAA really change CBB for the better?

>>Some may wonder why the NCAA would announce a rule change that does not appear to be coordinated with the NBA. There are likely several reasons, including an important legal one: both the NCAA and NBA want to avoid any appearance of coordination since it could make it more possible for adversely impacted players to argue that the two businesses are engaged in aligned activities that pose antitrust implications.<<

Does this mean a school cannot fill the player’s scholarship until the nba draft if all their scholarships are used?

They can, but then the player would not be able to come back unless room was made. Presumably room would be made, or the player could transfer (unlikely unless 3 year grad).
