I do not believe the NCAA "had" to issue a violation! It was a value judgement that she had to categorized as a "prospective recruit" because of publicity she had already received, even though by grade she would be considered a prospective recruit. I worry that these "little" violations can be used as a reason to keep UCONN out of one of the big 5 conferences.
