It's a function of the content management system.
When the PA kid committed to Michigan, whoever runs the Michigan site would have written an article about it - in loading the article into the network's backend, he'd be prompted to enter the commitment date, school, etc. That change carries to the whole network immediately.
Any school that doesn't have an active site is basically at the mercy of some underpaid regional editor to enter their commitments.
When we were with Rivals waaaaay back in the day, our commitments were usually from kids who weren't in the database so I'd have to enter them off of the shaky info I would get from calling their high school coaches...
For a IAA team, we sure had a lot of kids who ran 4.4's......
