Depends on voter philosophy too. If people are treating it as a power ranking, then your "power" should be based on currently available players. If you treat it more as a projection, then yeah missing players should be considered. AP doesn't really give guidance on this, up to voters.

Yes. I would say 4 or 5 but at the end of the day, you want to stay in the top 10 all through the season.

Yeah I have Gonzaga comfortably ahead. I honestly forgot the AP poll had them so low.
