Yup I believe that the TLD (.in) is for websites in India. However I don't know how strict their rules are to get one. I do know that for a .US domain name, the registry has to have evidence that the people requesting the name is actually 100% in the United States. Or at least that was the rule in the early 2000s when I was in charge of testing the .US TLD registry.
