UConn isn't going to pay it's football coach the same as its HOF WBB coach with 11 rings. Other schools might, but UConn will not. If the constellations align, academic restrictions are loosened, and Edsall somehow hires a competent pair of coordinators and lets them call plays, the absolute ceiling for UConn football is still 7-8 wins with 30-ish k in the stands and a bid in the DiscountBarkMulch.com bowl. What administration is going to say "okay yeah let's raise student fees another 50%, totally worth it"?
