He went from D1A to D1 the first time. Has the resources from day 1 with Randy2.0 - stadium, training facility, scholarships, etc.

I would definitely give Randy another year and if there is any clear improvement in the team, another year. It takes time to recover from a program that was decimated.

Not to be rude, but why on earth would Stoops take a job like UConn which is a literal kick in the nuts? OC at Alabama is probably a bigger job than HC at UConn.

Locksley taking over for Randy would be pretty amazing given their history together.
