I would think it starts with the fact that it's not legal to lift players by their neck and/or helmet

I think it goes to the ... EXCESSIVE ... point. There was no need for that once he was vulnerable. I know I know ... NFL has lots of plays comparable; but, this one is so blatantly in front of the viewer.
