Clearly the intent of this change is far fewer charges > scoring. At a minimum it should dramatically reduce the sliding under to try and draw a charge. Theoretically a lot different vs current timing of being in place before the offensive player leaves the ground as in that case a player could step in when the offensive player is committed and has no way of stopping his forward motion.

Interesting that they chose the moment the offensive player begins the upward movement of ball as in some cases this might not even occur. I.e. hold the ball overhead for a slam before final step to hoop or a scoop shot where the upward movement might not begin until after being airborn. I suppose in latter the upward movement is when the player picks up his dribble. Best choice I guess.

Anyway, bet on Dook to give up more points in 2013-14

It makes a lot of sense since upward movement is technically the beginning of a shot. It will still be a judgement call but likely more in line with "in the act of shooting" vs not.
 
The return of the blocking foul and 1. I remember Steve Kerr was aghast @ the amount of charge calls up and down the floor. I know lowering the shot clock isn't feasible, but some other things need to be done to prioritize the fluidity of the game.
 
They should add a floppin provision to this rule. A flop should be called as an illegal defense technical assessed to the team and the opponent should get one free throw. That would really get those Dukees whining.
 
I think this, if enforced appropriately, will have a far more reaching affect on duke's defense.

The committee wants the following types of personal fouls be called consistently throughout the game:
  • When a defensive player keeps a hand or forearm on an opponent;
  • When a defensive player puts two hands on an opponent;
  • When a defensive player continually jabs by extending his arm(s) and placing a hand or forearm on the opponent;
  • When a player uses an arm bar to impede the progress of an opponent.
duke's defenders are constantly doing every single thing on that list on every possession for the whole possession. The opponents' guards are constantly worn down to the point of offensive retailiation or trying the same thing on defense and then getting called for a foul.

Then again, who am I kidding. duke will continue to do this and get away with it

If they did that, Puke would have to give up basketball entirely.
 
It always irked me how a defensive player would play defense by simply moving in front of a player when he is about to go up for a layup and essentially vulnerable to injury. To lower your shoulder fullback style into a defensive player is certainly a charge, or too stand your ground when a player is hell bent on going through you (e.g. out of control) is another case. But when a player goes for a layup and instead of going for the block or even a hard foul your coach teaches you to slide under him like its a game of checkers is insulting and to me very soft. In some cities they would tell you to lead with your elbow to their face when a player does that to you.
