Clearly the intent of this change is far fewer charges > scoring. At a minimum it should dramatically reduce the sliding under to try and draw a charge. Theoretically a lot different vs current timing of being in place before the offensive player leaves the ground as in that case a player could step in when the offensive player is committed and has no way of stopping his forward motion.
Interesting that they chose the moment the offensive player begins the upward movement of ball as in some cases this might not even occur. I.e. hold the ball overhead for a slam before final step to hoop or a scoop shot where the upward movement might not begin until after being airborn. I suppose in latter the upward movement is when the player picks up his dribble. Best choice I guess.
