"I (he/she/you/they) could care less" is utter nonsense, unless you consider it an idiom (i.e., not subject to rules or logic). The intended sense is "I care not at all about (fill in the blank)," but the words here deny that meaning.
"I (he/she/you/they) could not care less" at least does make sense. I think that both forms are best avoided, however.
I could care less. - I care at some unspecified level, but I have the capacity to care less than I do now.
I could not care less. - I care, and I may care more at some future time, but it would be impossible for me to care less than I do now.
