Why is P-12 refs different? How many coaches in the P-12 agree with that and if it is a majority could they adress it during the off season with Larry Scott the P-12 commish?

1 - the comment is mine. For 15 years my wife and I had season tix to Rutgers Women's Basketball, attending virtually every home game, virtually every tournament game (Big East, NCAA) and a selection of in-season away games (there were 2 years we made every game). So I saw a lot of referees.
Since 2011 we have had Arizona Season tix, we currently sit in "Scholarship Row" on the court and certainly get a close view. While our attendance hasn't been stellar for health reasons, we have watched quite a few games.
2 - For about 10 (or more) years, I tracked referee schedules - the amazing amount of work the top refs do (often 6 and sometimes 7 days a week all over the map), what conferences they work for, etc.
Less than 10 (probably quite a few less than 10) of the PAC 12 refs work any conferences that are not basically "west of the Rockies" although the Big 12 does have some. Only a handful in the eastern Power 5's, national refs such as Michael Price, Tiffany Bird, Chuck Gonzalez who are all PAC based but work elsewhere. PAC refs work particularly the Big Sky, West Coast, Big West (some), Mountain West, WAC and the like.
Conversely, few eastern refs come west. Roy Gulbeyan is an exception, and Cameron Inoyue, who for years was the most worked ref, used to come west on occasion.
3 - Every conference supervises and instructs its refs. Whether as a result of this, or the geographic divide, I have seen a very real difference in the way games are reffed in the PAC and on the east coast. Most notably, they tend to let a lot of loose ball action go, in a way that didn't (often) happen in the east. As a result, things do get physical. Make no mistake, things were plenty physical in the east, as well, just differently.
I'm not saying either is "wrong" or "better / worse" except that a few "scrums" in the PAC seemed a bit too much. Nor do I think, top to bottom, that PAC coaches want anything more than consistency in the referees.
