Definitely joking. There couldn't possibly be an actual law about that. Maybe it's changed a bit w/ portal madness, but it seems like there was always a whole lot of intra conference transferring in the SEC whereas everybody else could end up just about anywhere.
Actually, before the days of the portal, the SEC was one of the few conferences where an intra-conference transfer didn't have to lose a year of eligibility while they sat out the one required season. In the Big 12, you lost a season of eligibility if you were an intra-conference transfer.
